FINANCIAL REPORT: given by Ron Bobowski, Secretary Treasurer, MSC to adopt financial report as circulated.

1. BCFED Webinar -- The email regarding this webinar was sent out to all affiliates. It was mentioned at the Executive meeting that it seemed to be rather short notice for this webinar for some to attend.

2. Maquila Solidarity Network -- Annual donation request. It was recommended by the Executive that we contribute the same amount as the previous year. Ron Bobowski, Secretary Treasurer made the motion that $250.00 be donated for 2011. M/S/C


Lynda Zorn, BCFORUM
As the BCFORUM representative at the recent BCGEU Dialogue on Seniors Care, I have submitted a report to them, copies of which are on the back table. There are photos on the BCFORUM website. Unfortunately, it erroneously says that I made a presentation, and I have been trying to get that corrected. An article will also appear in the upcoming Advocate.

Ronn Dunn, CUPE 3523
On June 30, 2011, representatives of CUPE's BC K-12 Presidents' Council Provincial Bargaining Committee began provincial discussions with the BC Public School Employer's Association. Bargaining continued throughout the summer with four meetings and four more dates set for early fall. The two parties will meet again on September 26 & 27 as well as October 4 & 5. At the most recent meeting on August 30, CUPE continued to present information about recognition and respect for Education Assistants as well as key issues around job security and improved wages and benefits. In addition, CUPE representatives identified a number of priorities that will improve the Public Education Benefits Trust, including stable provincial funding to help members on Long Term Disability get back to work sooner or provide more early intervention measures.

b) Committee Reports:
1 - Municipal Election Committee Report -- Karen Abramsen, Vice President
Notices were emailed to all affiliates requesting Municipal candidates over the last two months. So far only two have responded with the Endorsement Application; Tisha Kalmanovitch and Mohini Singh. The election committee reviewed each candidate's application and agreed that the questions were answered according to North Okanagan Labour Council approval. A motion was made to endorse both Tisha Kalmanovitch, past Federal NDP Candidate and Mohini Singh, BCGEU. M/S/C
A discussion was held at the August 17, 2011 NOLC Strategic Planning Special meeting that we review the monetary portion of the NOLC's Municipal Election endorsement. The Executive council recommended that the candidate who is a member of a NOLC union affiliate receive $1,000.00 and a candidate who is labour friendly and not a member of a NOLC union affiliate receive $500.00. A motion was made to accept this recommendation. M/S/C

2 -- Re-Affiliation Project Report -- Ron Bobowski, Carole Gordon, Cheryl Stone
Cheryl Stone, Ron Bobowski and Carole Gordon met several times this summer organizing the re-affiliation project. This involved many hours of typing/photo copying/addressing envelopes to mail out to about 40 union affiliates. Carole made many phone calls and met personally with some union presidents. We are now waiting for the return of these forms so Cheryl can update our delegate lists.

c) CLC Report:
Please be advised that following Labour Day, Canadian Labour Congress (CLC) Regional Representatives Chantel O'Neill and Orion Irvine will be taking on new assignments and will no longer be working with the Southern Interior labour councils.
CLC Representative Iris Taylor has been working for several years with the Vancouver Island councils and will now be working with the Interior labour councils.
Please join us in welcoming Iris to this new assignment. You can reach Iris at our office at 604-430-6766 or via email at itaylor@clc-ctc.ca. Iris will also be present at the Southern Interior Labour Council Meeting scheduled in Kelowna, September 23-24, 2011.


a) Postal Workers proposal for a resolution -- Ron Bobowski
That this Labour Council will:
-- Send a message to the Canadian union of Postal Workers supporting their struggle for free collective bargaining and for a fair collective agreement for postal workers in the urban Operations bargaining unit;
--Send a message of support to the NDP thanking them for their fight to maintain free collective bargaining;
-- Send a message to Stephen Harper condemning the imposition of back-to-work legislation on members of the Canadian Union of Postal Workers;
-- Continue the discussion of ways to fight the Harper austerity agenda;
-- Actively support other unions in their negotiations.
It was M/S/C unanimously to support this resolution.

b) Briarpatch Magazine -- Cheryl Stone reporting
Kenneth Kubian, President, Regina & District Labour Council sent an email to all labour councils asking for their cooperation in placing a full page ad in the Briarpatch Magazine. An ad placed in Briarpatch would show many unions across the country, the CLC and Federations of Labour that councils are at work across Canada and also show our ability to work together to get a project put forward. A motion was made to contribute $50.00 towards this ad. M/S/C

c) Protein for People proposal for partnership -- reported by Cheryl Stone Over the past few years several labour councils in the province have developed projects with protein for People. These projects have all resulted in highly successful community events which increased the profile of the labour council and promoted the Canadian Labour Congress (CLC) focus on poverty reduction and improving the lives of everyone in our communities. The CLC is asking that councils promote and support the labour council's involvement with Protein for People. The CLC Pacific Region is committing to $5000.00 for 2011, 2012 in 2013 to support up to 10 community forums involving labour councils in various locations throughout BC. The CLC is looking for a group of labour councils to match the CLC funding by providing a commitment to fund between $500.00 and $1500.00 per year for three years. A motion was made to commit to for a 3 year term of $500.00 per year for 3 years. M/S/C

d) Committees:
-- Day of Mourning -- Committee members are Debra Critchley, Karen Abramsen, Ronn Dunn, Cheryl Stone Karen is currently investigating how the Labour Council can purchase a bench to be placed in Ben Lee Park in honour of the Day of Mourning. She will report back as soon as details are worked out. The committee will work with Work Safe BC again this year in Kelowna to organize the Day of Mourning and are hoping that this can happen in Vernon in the future as well.
-- Protein for People Community Forum -- Committee members are Cheryl Stone and Doug Gibson. If anyone else is interested in joining this project please email Cheryl Stone at nolc.cstone@gmail.com May has been chosen to hold this event as May is Hunger Awareness Month. The committee will meet in the near future to begin planning and will report to the LC on a regular basis.
-- Labour Day 2012 -- Committee members are Carole Gordon and Wes Kmet. If anyone else is interested in joining this committee please email Carole Gordon at caroledawn@telus.net
-- Funding/Donation Guiding Principles -- Committee members are Ron Bobowski, Ronn Dunn, Nikki Inouye, Louise Gibson, Bill Zeman. The purpose of this committee is to investigate and create guiding principles for charitable and sponsorship dollars for the North Okanagan Labour Council.
