EXECUTIVE BOARD REPORT/ACTION CORRESPONDENCE
CLC 26th Constitutional Convention
The Convention will be held at the Vancouver Convention Centre, 1055 Canada Place, Vancouver, B.C. from Monday, May 9 to Friday, May 13, 2011. Nominations are open for delegates who wish to attend this convention. The NOLC can send 2 delegates and 1 youth delegate. Brother Ron Bobowski, CUPW, and Sister Cheryl Stone, UFCW 1518 were nominated. Nominations will resume at our February 9, 2011 meeting as the deadline for receiving credentials is April 8, 2011.

Kelowna Women's Resource Centre donation request/cheque presentation
The KWRC put out a press release in December 2010 that they were in need of funds in order to keep their doors open. NOLC responded quickly and made a $1,000.00 donation to help the KWRC. The cheque was presented to Mikki Smith, Coordinator, by Glenn Nowag, President and Cheryl Stone, Recording Secretary. A press release and photo was in the January 3, 2011 Kelowna Daily Courier.

Day of Mourning 2011
The NOLC will again, for the second year join with WorksafeBC to organize our community Day of Mourning ceremony. Karen Abramsen and Debra Critchley will help organize the event. There will be more news to come.

REPORTS OF LOCAL UNIONS/COMMITTEE REPORTS/CLC REPORT:
Jim Failes - Communications, Energy & Paperworkers Union of Canada, Local M1 Okanagan Unit
Our future under the ownership of Shaw Communications is still a big unknown, with Shaw saying almost nothing about its plans for Global TV stations like ours. Frankly, I think their plan is under construction, and it will probably take some months before it becomes clear.
Meanwhile, labour relations under Shaw have certainly not lived up to our hopes. While spouting rhetoric about wanting to provide raises to employees who have gone without for several years, Shaw passed up the Union's offer to allow immediate negotiation of a raise by rolling over all existing contracts for a year. Instead, at the bargaining table in Eastern Canada, Shaw put forth their own offer that makes modest raises contingent on acceptance of some generous management rights, including the right to fire employees who don't provide a doctor's note after a two-day absence, the waiving of Canada Labour Code provisions in certain grievance circumstances, and the removal of an employee's right to respect picket lines where doing so interrupts the employees' own job.
Faced with rejection of their proposal at the bargaining table, their lawyer has written to the Federal Minister of Labour asking that she order a vote by our members. Minister Lisa Raitt is being cautious -- her intervention between CEP and Canwest last year by appointing a conciliator was overturned by a CEP court appeal.
Back at the station, there's been little change. We lost one non-bargaining unit sales rep last fall, and advertising continues to be slow. The explanation, at least in part, is the fact that our sales reps, who have, for decades, had two stations' worth of advertising to sell on CHBC and Global BC, now have only one-and-a-bit. The two stations have been carrying identical programming with the sole exception of CHBC's local newscasts since the demise of our E! branding. Nobody admits to wanting E! back, but it would be great to have separate programming

Karen Abramsen, EI Board of Referees
The Kelowna Board of Referees Education session will be held March 11, 201. There is also a move to have the Kelowna Board dates scheduled from Nelson, B.C. This was tried before with dismal results. The three Labour Council Representatives who sit on the board will send a letter to our "Workers Commissioner" to advise of our objections. We lose a lot of flexibility which ensures more Kelowna sessions. Having more Kelowna sessions means that there are more opportunities for the appellants to appear in person, which is an advantage for them.

Liz Woods, EI Board of Referees
Liz reminds everyone that if you are undergoing a lay-off from your work place, and will be receiving a severance package/vacation monies etc., PLEASE be sure to apply for Employment Insurance IMMEDIATELY. Carole Gordon, BCTF Local 23 (COTA)
The Foundation Skills Assessments (FSAs) run January 17-February 25, 2011. BC Teachers' Federation (BCTF) holds the position that the test need only be administered on a random-sample basis in order to provide the feedback the Ministry and Boards of Education seek. Teachers have many effective means of assessing students in their classrooms and parents are encouraged to speak to their children's teachers if they have concerns or questions.
The 2009 BCFED Convention passed a resolution supporting parents in their withdrawal from the FSA and the BCTF encourages affiliate members to request that their children in grades 4 and 7 be excused from writing the FSA.

UNFINISHED BUSINESS
CLC Winter School -- It was M/S/C that two table officers attend the Labour Council Officer Development Course this year at the CLC 2011 Winter School. Sister Cheryl Stone, Recording Secretary, and Ron Bobowski, Secretary Treasurer, will attend week 3, January 30 to February 4, 2011.

Municipal Election 2011 -- A Political Action Committee was formed with Karen Abramsen, UFCW 1518, Dave Porteous, UFCW 1518, Lynda Zorn, BCFORUM and Cheryl Stone, UFCW 1518 as committee organizers. The first meeting will be scheduled soon. Stay tuned!

NOLC new 2011 permanent meeting location change – NOLC future meetings will be held at 1091 Gordon Drive, Kelowna, V1Y 3E3. Our February 9th, 2011 AGM/meeting will be held at our new location. This will also be our mailing address. A motion was made to allow up to $500.00 for moving/moving related expenses, which includes our postal notification of change of address. M/S/C

Election - NOLC Executive Council (nominations open for 2011)
Liz Woods, BCFORUM, conducted the nominations this evening. There is still an opportunity to submit your name for a position on the Executive Council. Please contact Liz Woods at ms.elizabeth@shaw.ca, the election will be finalized at the February 9, 2011 AGM meeting.

Community Spirit Award -- sponsored by the United Way, Carole Gordon, COTA/BCTF -- Carole made a motion that the NOLC submit a donation of up to $500.00 to be involved in this community initiative. It would be a great vehicle for more exposure for our Labour Council. The motion was M/S/C

NOLC March 2011 meeting -- A motion was made to invite Jim Sinclair, President and Irene Lanzinger, Secretary-Treasurer, BC Federation of Labour, to our March 9, 2011 meeting. M/S/C
